I think Kandor's in the jewel mountain time zone.

As for the jet lag, I'm not sure. Does he get tired? Or does he just sleep because he LIKES to, like how he EATS because he likes to?

Pre-Crisis (decades ago...) he slept because he needed to dream, only once-in-a-while. Now, who knows?
