Well, I doubt that was the case at the time.
And, not only did he miss out on Batman's debut, but he got skipped over when Robin debuted as well.

It looks like his feature ran in:
* Detective Comics #5 - #26
* Detective Comics #29 - #33
* Detective Comics #43 - #63
