Maybe because in Detective Comics # 27 there was the debut of a character who would become... so much important and then very famous in the whole world?

And, not only did he miss out on Batman's debut, but he got skipped over when Robin debuted as well.
It looks like his feature ran in:
* Detective Comics #5 - #26
* Detective Comics #29 - #33
* Detective Comics #43 - #63
