Even as newer material began being produced specifically for comic books, characters (like Mutt & Jeff) from the newspaper comics or even the comic strips themselves were often included in some comic books during the 1940s.

Even though it does say "Starting this issue: The daring exploits of THE SANDMAN!" at the top of the cover, according to the GCD he technically first appeared in New York World's Fair Comics released at the end of April 1939.Barry_Allen wrote:The Sandman! Cover clearly dated "WINTER Issue", not "December".
Inside front cover indicates "Winter Issue, 1940" with no mention of it being December.
And both the GCD and Mike's Amazing World of Comics have the issue going on sale November 22, 1940 (at least for here in the U.S.).
Now, winter may begin in December, but it runs through March (at least here in the Northern hemisphere). When books are published on a bi-monthly basis, they either include both months for the cover date or, as they did when I started buying DC in the early 1970s, just the later month. (The Brave and the Bold #108 was the August-September 1973 issue, but they only used "Sept" on the cover, probably so that stores might keep it on the racks longer.) So I question declaring All Star Comics #3 as "December 1940".
(But maybe that's just me . . .

The Newsstand feature on Mike's Amazing World, from which I make my choices, and GCD both bring up All-Star Comics #3 under December 1940, and not under January or February 1941.
