The Cavalier (Mortimer Drake)
From Detective Comics #81 (cover-dated November 1943),
The Cavalier did make three other appearances back in the 1940s, and then in the 1970s he appeared in the storyline "Where Were You on the Night Batman Was Killed?" in Batman and a couple of issues of Batman Family.
And from Who's Who: The Definitive Directory of the DC Universe Vol. IV (June 1985)
But I wish he had appeared in an issue to battle The Musketeer!

As I recall, poor old Morty was recently killed off in Suicide Squad. Unless that was a different Cavalier (there've been a couple)...
