First appearance: Detective Comics #351 (May 1966):

The next two pages of the story actually focus on Dick's Aunt Harriet (who had been living with Bruce and Dick since the apparent death of Alfred) and efforts she made to try and prove Bruce and Dick were really Batman and Robin.
Then we get to meet our villain:

By the way, Cluemaster's real name of "Arthur Brown" wasn't revealed until many years after he originally appeared.

Wasn't he named after The Crazy World of Arthur Brown?
