Gentleman Ghost (Jim Craddock)
from Flash Comics #88 (October 1947),
though I read this in
Secret Origins #1 (February-March 1973):
Gentleman Ghost returned to plague Hawkman and Hawkgirl a few more times before the last issue of Flash Comics 1949.
James Craddock also appeared in The Atom & Hawkman in 1969
And he also came back towards the 1980s to take on Batman.
From his Who's Who entry in Who's Who: The Definitive Directory of the DC Universe Vol. IX (November 1985),

An underrated character, probably best used in the mid eighties Hawkman series. Sadly, he seems to have been largely forgotten in recent years.
