(Maybe they could have squeezed a meeting into CoIE if they wanted to, but otherwise you'd probably have to throw in some time travel device or magic.)

There was definitely a period in the Silver Age when they were both around. Bob Crane appeared at least once after the creation of the DP.

never. There was an acknowledgement of Crane at one time in a Doom Patrol story (sometime after All Star Squadron started) but never a meeting.

Why not have Batman meet all of the Doctors? Each one can first encounter different members of the Bat-family, and then they can all get together to fight Brother Eye and the Daleks or something. (Maybe Joker Daleks?)

And their powers may be a bit on the complimentary side. I had thought about teaming Anderson with Saturn Girl, but thought Dream Girl would be more interesting.

On a side note: did you read the LoSH stories from years ago where Saturn Girl, Brainiac 5, Chameleon Boy, and Dream Girl were captured by Universo on the premise

I think there had been previous instances where Dream Girl had actually proven herself to be quite intelligent (didn't she help Ayla Ranzz become "Light Lass" so her powers wouldn't duplicate her brother's, among other things?), but in general she preferred to play a bit dumb and helpless to get what she wanted from men.
