Commissioner James "Jim" Gordon of the Gotham City Police Department
First appearance: Detective Comics #27 (cover-dated May 1939):
after appearing in the first three pages of the story, Gordon is again seen on the last page (page six):
Over the years, there have been a few changes / retcons to Gordon's personal life.
At one point, he was father to a son named Anthony ("Tony") and daughter Barbara.
But after CoIE and Frank Miller's revamping of Batman's back story in Year One, Gordon had a son named James Gordon Jr. and Barbara was first his niece and then became his adopted daughter (though possibly she may have been his birth-daughter with her mother being Jim's sister-in-law). Gordon also had a second wife (Sarah Essen) in the post-Year One continuity, but her existence post-Flashpoint was unclear?
And from Who's Who Update '87 Vol. 2 (September 1987),

Barbara is very definitely his daughter again now, but James Jnr is back in continuity as well. It's all a bit confusing.
