First (and only) golden age appearance: Daring Mystery Comics #2,
cover-dated February 1940, but as per this posting in the thread for The Phantom Bullet (who also was one of the features in Daring Mystery Comics #2):

No, the character in my avatar
Golden Age Mr. E (Victor Jay) 82-5710
is the Golden Age Quality Comics character Midnight taken from All-Star Squadron #31 (March 1984) with art by Rick Hoberg and Mike Machlan.

The mask-and-hat look was very common back in the 1930s / early 1940s for non-powered mystery men.
