Golden Age Green Arrow (Oliver Queen) and Speedy (Roy Harper)
from Who's Who: The Definitive Directory of the DC Universe Vol. IX (November 1985)
First appearance: More Fun Comics #73 (cover-dated November 1941,
with an on-sale date of September 19, 1941 per the GCD)
And as to how that first episode ended,
In December of 1941, Green Arrow and Speedy would become members of the Seven Soldiers of Victory (also called the Law's Legionnaires)
The origins of Golden Age Green Arrow and Speedy would later be told in More Fun Comics #89 (cover-dated March 1943).

I've always wanted soeone to write a story detailing the fate of the original Speedy after COIE. He and Green Arrow were originally depicted as having survived the merging of Earths, after all (only for Green Arrow to die in COIE #12) so it would have been interesting to see what became of a Roy Harper who effectively slipped through the cracks much as Power Girl did...

As per the History of the DC Universe, they were removed from the Law's Legionnaires (Seven Soldiers of Victory) membership.

But they were still there in Crisis #12 after the Earths were merged! And so was the Earth One Lex Luthor, for that matter. In my personal headcanon, Lex realised that the Crisis wave hadn't fully settled yet and shifted himself and various other characters who were in danger of being erased (including Roy, pre-Crisis Jason Todd and the original Charlton version of Captain Atom) out of normal space-time just before everything solidified. They're still out there somewhere, waiting for the right Crisis to prompt their return...
