From Who's Who: The Definitive Directory of the DC Universe Vol. IX (November 1985):


For this version of Green Arrow, DC chose "Adventure Comics #250" (cover-dated July 1950) as his first appearance, which was when Jack Kirby took over the artwork on the character. (It is unclear who the writer for that story is.)

For the origin of this "new" version of Green Arrow, it was in Adventure Comics #256 (cover-dated January 1959) that it was revealed.
