Silver Age + Catwoman (Selina Kyle)
While the original Who's Who series had entries for two different versions of Catwoman, the second version (post-"New Look" Batman) was listed as having made her first appearance in Detective Comics #369 (November 1967)
However, Selina only shows up for a few panels on the last page of that issue's Batman story.
Her next appearance, in a new outfit, took place in Batman #197 (December 1967):
Aside from the costume's color, it seems inspired by the 1960s Batman TV show.
And from Who's Who: The Definitive Directory of the DC Universe Vol. IV (June 1985)
