Somebody else appears to have remembered him as well, since he showed up in The Batman & Scooby-Doo! Mysteries #12.

Surely writer Sholly Fish remembers Zodiac Master from Detective Comics #323 or maybe his editor did and suggested him!  
The Batman & Scooby-Doo! Mysteries series isn't currently published in Italy but here it's not difficult to find the Spain version  (or variant?) of the previous series which is sold on newsstands and has a nice price of € 2.25 each for 32 pages while Panini is asking € 3.00 for every 32 pagers!
