Golden Age Tarantula (Jonathan Law)
First appearance: Star Spangled Comics #1 (October 1941):
Tarantula appeared in issues #1-19 of Star Spangled Comics.
But he found new life in Roy Thomas' All-Star Squadron in the 1980s.
Among the things that occurred for Tarantula in All-Star Squadron was a retconned explanation of why his costume looked so similar to the one that The Sandman (Wes Dodd) started wearing in Adventure Comics #69 (cover-dated December 1941).
And in All-Star Squadron #24 (August 1983), he'd get a new costume.

I actually much prefer the costume he was given in All-Star Squadron. Nothing about the Golden Age version really says "tarantula" to me...

It actually reminded me a bit of Howard Chaykin's Dominic Fortune costume (originally "The Scorpion" at Atlas / Seaboard Comics in the 1970s).
