First (and only) Golden Age appearance: Adventure Comics #61 (April 1941)

Yes, he's another of those one-shot "Evil Scientist with a Stupid Name" type of characters, but he is of note because:
(a.) he was Golden Age Starman's first foe
(b.) he did later (many years later) show up again in stories, like in All-Star Squadron Annual #3 (1984)
