I think Captain Ultra's problem is that he used all three of the primary colors. He should have chosen a color palette that was more complimentary, not clashing.

He was created as a joke character. I think they were going for garish. Unlike the idiots who gave Wonder Man his green, red and yellow ballet outfit in West Coast Avengers. God knows what they were thinking...
