The caption on the cover says the cycle was his, but he doesn't seem to have ridden one inside the comic or in any of the other stories I flicked through online.

Well, since it says "the Destroyer and his charging cycle", it may just mean "his" in terms of his being in possession of it at the time, not something he has owned for a while.
