I think Captain Ultra's problem is that he used all three of the primary colors. (Yeah, he used four colors, but he used the three primary colors of red, yellow, and blue . . . he also chose the three primary colors used for TV broadcasting of red, blue, and green.  Wink  )

He should have chosen a color palette that was more complimentary, not clashing.

He was created as a joke character. I think they were going for garish. Unlike the idiots who gave Wonder Man his green, red and yellow ballet outfit in West Coast Avengers. God knows what they were thinking...
