El Gaucho (don Santiago Vargas) - hero from Argentina
First appearance: Detective Comics #215
(cover-dated January 1955 with an on-sale date of November 28, 1954)
Gaucho and others who made up the "Batmen of All Nations" made a return appearance in World's Finest Comics #89 (July-August 1957):
After that, it looks like El Gaucho and the others were absent from new stories until Roy Thomas made use of them as an international team formed after WWII and inspired by the JSA (not Batman in the post-CoIE continuity):

from Who's Who Update '87 Vol. 2 (September 1987)

Hey, there is also the Legionary of Italy here, reused too by Roy Thomas to form that international team inspired by the JSA after WWII.
