The Legionary (Alphonso Giovanni) - hero from Italy
First appearance: Detective Comics #215
(cover-dated January 1955 with an on-sale date of November 28, 1954)
But he played a special part in that story, which we'll discuss later . . .
The Legionary and the others who made up the "Batmen of All Nations" made a return appearance in World's Finest Comics #89 (July-August 1957):
After that, it looks like The Legionary and the other Batman-inspired international heroes were absent from new stories until Roy Thomas made use of them as an international team formed after WWII and inspired by the JSA (not Batman in the post-CoIE continuity):

from Who's Who Update '87 Vol. 2 (September 1987)
The Legionary also made a cameo appearance in Secret Origins #27 (June 1988):
and even in DC's Millennium event from 1987-1988
panel from Blue Beetle #20 (January 1988)
But when Grant Morrison revived the idea of the Club of Heroes in his Batman run back in 2007, time (and Morrison) were not too kind to the legacy of The Legionary.

It's also funny that the Italian national airline is called "Ital Air" instead of the real "Alitalia" (which, btw, has been struggling for years and now would be technically failed if not for State helps with our taxes....) in this cartoon:
Who knows, maybe, if revived by Morrison or other great writers, the Legionary could have been an interesting character, although his costume is not really so practical for fighting crime...

As for the Legionary being "revived by Morrison or other great writers", we've already seen what Morrison did to the character. Besides, a new Legionary was already introduced a while back. (Don't know if Rebirth may have changed that, however.)
