Golden Age Mr. E (Victor Jay)
First (and only) golden age appearance: Daring Mystery Comics #2,
cover-dated February 1940, but as per this posting in the thread for The Phantom Bullet (who also was one of the features in Daring Mystery Comics #2):
NOTE: This character is separate from DC comics' Mister E, who first appeared in 1980.
The Timely Comics version of Mr. E was later a part of the Marvel series The Twelve.

is the Golden Age Quality Comics character Midnight taken from All-Star Squadron #31 (March 1984) with art by Rick Hoberg and Mike Machlan.
The mask-and-hat look was very common back in the 1930s / early 1940s for non-powered mystery men.
