Bringing back the `Black Guardian`
Since the show returned a few years ago, it has sucessfully brought back certain old `adversaries` such as `The Master` `Davros` `Daleks` `Cybermen` etc. I have a suggestions for another foe who -if continuity were to be folowed - still has it `in` for the Doctor!
This character was possibly the most powerful `enemy` the Doctor ever encountered! No! not the `Celestial Toymaker` but the `Black Guardian` His battles with the Doctor were rather unfinished when the `hiatus` occurred! So powerful was the Guardian that the Doctor had to fit a `randomiser` to the Tardis to help keep out of his way!
In a sense it would be very difficuly to bring back such a powerful villian as how do you concoct a credible way of defeating him? But! the `Black Guardian` is the one truly powerful foe the Doctor has yet to have a final showdown with.

The Black Guardian should only return if he is still wearing a stuffed duck on his head.

Given current economic circumstances, a dead duck may be all the costume the BBC can afford.

Re: Bringing back the `Black Guardian`
The Guardian only really requires a dead duck and a length of black curtain material, a lot cheaper to sort out than the Silurians Etc. Another cheap'n cheerful returnee would be the Raston Warrior robot, basically a ballet dancer in a silver leotard with a plastic bowl over his face. This is the trouble with new Who: it has forgotten the vital art of creating special effects and costumes from common household items!
